PBA115 — Introduction To Public Administration

Students shall undertake a field visit to a public administrative institution such as a Gram Panchayat, Municipal Council, District Collectorate, Tehsil Office, Government Department, Public Sector Undertaking, or any other public organization. Based on the visit, students shall prepare an original field report of 500–1,000 words describing the organization's structure, functions, administrative processes, decision-making, coordination, accountability mechanisms, and public service delivery. The report should include observations, interactions where feasible, photographs if permitted, relevant administrative concepts, and appropriate references. Critical analysis, originality, practical insights, organization of the report, and relevance to the course will be considered during evaluation.

To develop students' ability to observe, analyze, and relate the theoretical concepts of Public Administration with the functioning of public institutions through field-based learning.

Students shall deliver an individual presentation of 8–10 minutes on an approved topic related to Public Administration, such as the evolution of Public Administration, New Public Administration, New Public Management, organizational principles, line, staff and auxiliary agencies, leadership, decision-making, administrative accountability, or control over public administration. The presentation should be supported by appropriate visual aids, relevant examples, and scholarly references. Students are expected to demonstrate conceptual clarity, logical organization, effective communication, critical analysis, and the ability to respond confidently to questions during the presentation. Originality, content quality, presentation skills, use of visual aids, and subject knowledge will be considered during evaluation.

To develop students' ability to effectively communicate the concepts, principles, and contemporary issues of Public Administration through well-structured, evidence-based oral presentations.

Students shall prepare an original blog of 500–1,000 words on a contemporary issue related to Public Administration, such as public administration in the digital era, New Public Management, New Public Service, administrative reforms, decentralization, public accountability, citizen-centric governance, e-governance, leadership in public administration, decision-making, or transparency and good governance. The blog should present a clear argument supported by relevant examples, scholarly references, recent developments, and visual elements if appropriate, along with proper citations. Originality, clarity of expression, critical analysis, evidence-based arguments, organization, and relevance to the course content will be considered during evaluation.

Rubric
To develop students' ability to communicate Public Administration concepts and contemporary governance issues to a wider audience using analytical, evidence-based, and engaging writing.

Subjective test covering syllabus from CA 1, CA 2 and CA 3.

Rubric
To test the subject knowledge of the students and provide opportunity to improve their CA performance in case of low marks or any missed CA.
