    • Question: Would a policy suitable for headquarters work equally well in a rural branch?
  • Belief/Behaviour: Explore values, assumptions, habits, incentives, and resistance.
    • Question: Do employees believe monitoring improves security or signals distrust?
  • Event: Locate the issue in time and identify triggering incidents or milestones.
    • Question: Was the proposal caused by a data breach, merger, deadline, or regulatory change?
  • Action: Identify what people can do, who must act, and what sequence is required.
    • Question: Who approves the change, trains users, monitors outcomes, and corrects failures?
  • Nature: Consider environmental conditions, resources, climate, waste, and ecological effects.
