I. Orientation to Extension Systems in India

Agricultural extension is an educational and developmental process that enables rural people to improve farming, livelihoods and community life through knowledge, skills, organisation and access to institutions. In India, extension evolved from isolated rural reconstruction experiments before independence to nationwide, professionally organised programmes after 1947.

  • Educational character: Extension works through voluntary learning, demonstrations, discussion and local participation rather than compulsion.
  • Central purpose: It connects research institutions, government agencies and rural communities so that useful technologies reach farmers and field-level problems reach researchers.
  • Historical progression:
    • Pre-independence: Local experiments led by reformers, administrators and voluntary organisations.
    • Post-independence: Planned rural development supported by the state.
    • Reorganised extension: Professional systems such as Training and Visit and later decentralised, participatory approaches.
  • Major concerns: Agricultural production, technology transfer, poverty alleviation, tribal development, social justice and women’s empowerment.
  • Common methods: Farm and home visits, group meetings, demonstrations, training, mass media, local organisations and participatory technology assessment.

II. Extension Efforts in the Pre-Independence Era

A. Extension efforts in the pre-independence era

Pre-independence initiatives were small, location-specific experiments that tested methods of rural reconstruction and community mobilisation.

  • Historical setting: These efforts emerged under colonial rule, when government agricultural services had limited reach among ordinary cultivators.
  • General approach: Programmes combined agriculture with sanitation, education, cooperation, cottage industries and village leadership.
  • Major limitation: Success often depended on exceptional leaders and external funding, making replication difficult.
  • Lasting contribution: They established principles later adopted by Community Development and national extension programmes.

B. Sriniketan

Sriniketan sought to regenerate village life through education, cooperation, scientific agriculture and cultural development.

  • Origin: Rabindranath Tagore established the Institute of Rural Reconstruction at Sriniketan near Santiniketan, Bengal, in 1922, with Leonard K. Elmhirst as an important organiser.
  • Philosophy: Villagers were to develop self-confidence and solve problems through local institutions rather than remain dependent on outside charity.
  • Activities: Improved crops, livestock development, cooperative societies, health work, adult education, crafts and training of village workers were promoted.
  • Institutional innovation: The Brati Balak youth organisation encouraged discipline, service and village improvement.
  • Significance: Sriniketan presented rural reconstruction as an integrated educational and social process, not merely an increase in crop output.

C. Marthandam

The Marthandam project demonstrated how organised self-help could improve village incomes and social life.

  • Origin: Dr. Spencer Hatch began the YMCA rural reconstruction project at Marthandam in Travancore in 1921.
  • Principle: Its guiding idea was the balanced development of the physical, economic, social and spiritual dimensions of rural life.
  • Activities: Demonstrations covered poultry, beekeeping, improved agriculture, health, sanitation and cottage industries.
  • Organisation: Village associations and cooperative marketing helped people purchase inputs and sell products collectively.
  • Significance: The project showed that local organisations, trained leaders and income-generating activities could sustain extension work.

D. Firka Development Scheme

The Firka Development Scheme was a government effort to attain village self-sufficiency through coordinated development.

  • Origin: The Madras government launched it in 1946 under the leadership of T. Prakasam; a firka was an administrative group of villages.
  • Immediate objectives: Drinking water, sanitation, roads, irrigation and agricultural improvement received priority.
  • Long-term objectives: The scheme promoted panchayats, cooperatives, cottage industries and community participation.
  • Field organisation: Rural welfare officers coordinated departmental activities at the firka level.
  • Limitation: Inadequate trained staff, finance and coordination restricted its reach, although it anticipated later block-level development planning.

E. Gurgaon Experiment

The Gurgaon Experiment attempted rapid rural uplift through administrative leadership and village-level campaigns.

  • Origin: F. L. Brayne initiated the experiment while serving as Deputy Commissioner of Gurgaon in Punjab; it developed into an organised rural uplift programme during the 1920s.
  • Focus: Campaigns addressed improved farming, sanitation, education, domestic management and reduction of wasteful expenditure.
  • Method: Village guides carried official messages to rural households and encouraged behavioural change.
  • Strength: The experiment drew administrative attention to the interconnected nature of rural problems.
  • Limitation: Its directive, officer-centred approach provided limited scope for villagers to plan and control activities themselves.

III. Extension Efforts in the Post-Independence Era

A. Extension efforts in the post-independence era

After 1947, rural development became part of national planning, with pilot projects providing models for larger programmes.

  • Changed context: Food shortages, refugee rehabilitation, unemployment and low agricultural productivity required coordinated state action.
  • Operational principle: Development combined technical assistance, local institutions, multipurpose workers and community participation.
  • National influence: Lessons from early projects contributed to the Community Development Programme of 1952 and National Extension Service of 1953.

B. Etawah Pilot Project

The Etawah Pilot Project tested coordinated rural development under ordinary village conditions.

  • Origin: It began in 1948 in Etawah district, Uttar Pradesh, under Albert Mayer, with agricultural engineering support from Horace Holmes.
  • Purpose: The project aimed to raise agricultural production, strengthen village initiative and improve health, roads and education.
  • Method: Village-level workers maintained regular contact with families, while subject specialists supplied technical guidance.
  • Core principle: Programmes were based on felt needs and practical demonstrations, with villagers contributing labour and resources.
  • Significance: Its administrative structure and multipurpose village worker concept strongly influenced India’s Community Development Programme.

C. Nilokheri Experiment

Nilokheri combined refugee rehabilitation with employment, training and community development.

  • Origin: S. K. Dey established the project at Nilokheri, Punjab, now in Haryana, in 1948 for people displaced by Partition.
  • Concept: Known as Mazdoor Manzil, or “workers’ township,” it followed the principle of work-based rehabilitation.
  • Activities: Vocational training, agriculture, dairying, engineering workshops, small industries, education and cooperative services were integrated.
  • Economic model: Production units generated employment while meeting some needs of the settlement.
  • Significance: Nilokheri demonstrated coordinated development and self-support, although its township model was difficult to reproduce across ordinary villages.

IV. Reorganised Extension System

A. Reorganised extension system

Reorganisation aimed to make public extension more professional, regular, technically competent and accountable.

  • Need: Multipurpose field workers were burdened with numerous schemes and often lacked current agricultural knowledge.
  • Response: Extension duties were streamlined, staff training was strengthened and contact schedules were formalised.
  • Concern: Centralised technology transfer improved discipline but sometimes neglected farmer diversity and local knowledge.

B. T&V system

The Training and Visit system organised extension around frequent staff training and scheduled farmer contact.

  • Introduction: Developed by Daniel Benor and supported by the World Bank, T&V was introduced in Indian states from 1974–75.
  • Training: Village Extension Workers received regular, usually fortnightly, instruction from subject-matter specialists.
  • Visit pattern: Workers followed fixed routes and contacted selected farmers who were expected to spread recommendations.
  • Strengths: It established a single line of command, regular supervision, technical updating and closer research-extension linkage.
  • Limitations: High recurring costs, rigid schedules, weak feedback and excessive reliance on contact farmers reduced effectiveness among small and marginal farmers.

V. Extension and Agricultural Development Programmes

A. Extension and agricultural development programmes launched by ICAR and Government of India

These programmes moved from intensive input-based production campaigns towards location-specific research, assessment and innovation partnerships.

  • Institutional roles: The Government of India provided policy and programme support, while ICAR coordinated agricultural research, education and frontline extension.
  • Development sequence: Programmes progressed from increasing food production to testing technologies under farmers’ conditions and reforming research-extension institutions.

B. IADP

The Intensive Agricultural District Programme concentrated resources in selected high-potential districts.

  • Launch: Started in 1960–61, initially in seven districts, it became known as the “package programme.”
  • Package: Improved seed, fertiliser, irrigation, plant protection, credit and technical advice were supplied together.
  • Significance: IADP demonstrated that coordinated inputs could rapidly raise production.
  • Limitation: Concentration on favourable districts increased concerns about regional inequality.

C. IAAP

The Intensive Agricultural Areas Programme extended intensive development to a wider geographical area.

  • Launch: Introduced in 1964–65 to expand lessons from IADP.
  • Approach: Selected areas received coordinated inputs, credit, extension and production planning.
  • Difference from IADP: Coverage was broader, but assistance was generally less concentrated.
  • Contribution: It prepared the institutional base for the High Yielding Varieties Programme.

D. HYVP

The High Yielding Varieties Programme promoted seed-fertiliser technology to increase food-grain production.

  • Launch: Began in 1966–67, initially emphasising wheat, rice, maize, jowar and bajra.
  • Requirements: High-yielding seed performed best with assured water, fertilisers, plant protection and credit.
  • Impact: HYVP became the principal technological component of the Green Revolution, especially in irrigated wheat regions.
  • Limitation: Benefits were uneven where irrigation, capital and institutional support were inadequate.

E. KVK

Krishi Vigyan Kendras are district-level farm science centres providing vocational training and frontline extension.

  • Beginning: ICAR established the first KVK at Puducherry in 1974.
  • Mandate: KVKs assess, refine and demonstrate technologies suited to local farming systems.
  • Activities: On-farm testing, frontline demonstrations, farmer and youth training, advisory services and production of quality seed or planting material.
  • Principle: “Learning by doing” connects scientific knowledge with practical field performance.

F. IVLP

The Institution–Village Linkage Programme linked research institutions directly with farming communities.

  • Launch: ICAR initiated IVLP in 1995.
  • Method: Multidisciplinary teams diagnosed village production constraints and tested technological options with farmers.
  • Focus: The programme considered the whole farm, including crops, livestock, resources and household needs.
  • Significance: It strengthened participatory technology assessment and researcher-farmer feedback.

G. ORP

Operational Research Projects tested whether proven technologies could solve specific field-level problems.

  • Beginning: ICAR launched ORPs during the 1970s.
  • Approach: Researchers, extension personnel and farmers implemented technologies under real operational conditions.
  • Coverage: Projects addressed issues such as watershed management, pest control, livestock production and resource conservation.
  • Value: ORPs identified practical constraints that controlled experiments might overlook.

H. ND

National Demonstrations displayed the production potential of recommended agricultural technologies on farmers’ fields.

  • Launch: ICAR began National Demonstrations in 1964.
  • Method: Scientists supervised demonstrations using a complete package of recommended practices.
  • Purpose: Yield gaps between research stations and farmers’ fields were made visible through measurable crop results.
  • Extension value: Seeing successful crops under local conditions increased farmer confidence in new technology.

I. NATP

The National Agricultural Technology Project strengthened agricultural research and reformed extension management.

  • Period: The World Bank-assisted NATP operated from 1998.
  • Research component: It supported multidisciplinary, production-system-oriented and location-specific research.
  • Extension component: Pilot districts established Agricultural Technology Management Agencies, or ATMAs, for decentralised planning.
  • Significance: NATP promoted farmer participation, institutional convergence and demand-driven extension.

J. NAIP

The National Agricultural Innovation Project promoted innovation through partnerships and agricultural value chains.

  • Launch: ICAR initiated the World Bank-assisted NAIP in 2006.
  • Approach: Research organisations collaborated with universities, private firms, civil society and producer groups.
  • Components: Support covered knowledge management, basic and strategic research, value chains and livelihood improvement in disadvantaged regions.
  • Significance: NAIP shifted attention from isolated technology transfer to networks that generate and apply innovation.

VI. Social Justice and Poverty Alleviation Programmes

A. Social justice and poverty alleviation programmes

These programmes targeted households and regions that received limited benefits from general agricultural growth.

  • Equity principle: Public resources were directed towards tribal communities, landless labourers, marginal farmers, artisans and rural women.
  • Livelihood approach: Assistance progressively moved from individual assets and subsidies to skills, self-help groups, credit and collective institutions.

B. ITDA

Integrated Tribal Development Agencies coordinate area-based development in regions with concentrated Scheduled Tribe populations.

  • Origin: The ITDA approach expanded under the Tribal Sub-Plan strategy during the Fifth Five-Year Plan, 1974–79.
  • Functions: Agencies coordinate agriculture, horticulture, education, health, infrastructure, credit and protection measures.
  • Administrative role: ITDAs bring departmental schemes into a unified tribal-area plan.
  • Limitation: Outcomes depend on local participation, secure land and forest rights, and effective interdepartmental coordination.

C. IRDP/SGSY/NRLM

This sequence marks India’s transition from subsidised household assets to organised self-help and sustainable livelihoods.

  1. IRDP: The Integrated Rural Development Programme began experimentally in 1978–79 and became nationwide in 1980, providing credit-linked productive assets and subsidies to poor households.
  2. SGSY: Swarnjayanti Gram Swarozgar Yojana replaced IRDP in 1999, organising poor households into self-help groups and supporting training, credit, technology and marketing.
  3. NRLM: The National Rural Livelihoods Mission began in 2011, building federated women’s institutions, financial inclusion, skills and diversified livelihoods; it was later designated DAY-NRLM.
  • Developmental shift: The beneficiary model of IRDP gave way to group-based enterprise under SGSY and institution-based poverty reduction under NRLM.

VII. Women Development Programmes

A. Women development programmes

Women-centred programmes address unequal access to credit, savings, assets, skills and decision-making.

  • Extension relevance: Rural women contribute substantially to crop production, livestock care, processing and household livelihood management.
  • Core strategy: Financial services are combined with group organisation and greater control over productive resources.

B. RMK

Rashtriya Mahila Kosh provides financial support for livelihood activities undertaken by poor women.

  • Establishment: RMK was created in 1993 as a national-level organisation under the Government of India.
  • Mechanism: It channelled microcredit through intermediary organisations and women’s self-help groups.
  • Purpose: Credit supported petty trade, agriculture, livestock, crafts and other income-generating activities.
  • Importance: RMK recognised women as independent economic participants who required accessible and collateral-sensitive finance.

C. MSY

Mahila Samriddhi Yojana encouraged savings and financial security among rural women.

  • Launch: MSY was introduced on 2 October 1993.
  • Target group: Adult rural women were encouraged to open savings accounts, particularly through the postal network.
  • Principle: Regular personal savings could strengthen women’s control over money and reduce economic dependence.
  • Significance: The scheme brought women’s thrift and financial inclusion into rural development policy, although limited awareness and small savings capacity constrained participation.
